Hi, I have the CAN-US-MEXICO plan that I subscribed to this Black Friday. Does this plan cover data usage when visiting Puerto Rico?

Were you chatting with a customer support agent through the private messaging?

I presume you can receive calls from there (when in Canada). Try calling back using the contact calling information from the incoming call from Puerto Rico. (as opposed to a saved contact)
If you can't make the call, try rebooting your device and try the call again.
Last resort, reach out to customer support to ensure you can - I can't see why you wouldn't be able to. Please report back what they indicate.
To contact a Customer Support Agent, there are 2 methods:
Watch for their response in your Community private mailbox which will be indicated by a number on the small envelope icon to the left of your Community avatar.

Thank you for replying. That's what I thought as well but the customer care this morning said it's not covered and that I will need a data add-on. To me this doesn't make sense. Puerto Rico is part of US. I am also unable to call numbers in Puerto Rico from Canada whereas my plan does say unlimited minutes between these 3 countries., when I call a Puerto Rico number, it gives me error "You have already used up your minutes". Thoughts ?

PM has partnered with AT&T, Verizon, and T-Mobile to provide U.S. coverage which includes all 50 states (including Puerto Rico and the U.S Virgin Island...)
