If you already activated your SIM for another plan, I doubt you would be able to get promo plan because it shows that you didn't intend to pick the promo plan. However, if you didn't activate it yet, I think you can get promo plan because you couldn't activate until now because of late delivery.

Further to that, if you did purchase the SIM between Oct 25-Nov16, then when you contact the mods you will need to provide proof of it (e.g. the e-mail confirmation with the order number on it).

If you purchased your SIM card between October 25 and November 16th then you will be able to get the promo. Otherwise, I'm afraid that you're out of luck this time  but keep an eye out for future promo plans!
