if you are an existing subscriber, then you can only change to plans showing on your My Acocunt -> Change Subscription page. If you see that $30 - 20GB plan, then yes, use Change on Renewal to make change. But if you don't see it there, then sorry, you cannot change to it. Everyone can only change to plans showing there, no exception
