Does anyone knows how to turn on personal hotspot on a iphone 4S?

Supposing you have edited the APN settings properly on iPhone it's just settings/cellular or sometimes it's listed right under settings.

Depending on your phone : Go to Menu/apps/settings/More/Tethering and Portable Hotspot/Portable Wi-Fi Hotspot, Search for your phone SSID on the second device wi-fi list, select it and enter pw found or created on the phone
