If the phone was never used on Public Mobile before, it's possible that the phone is locked to another carrier, and that it is asking you for something called the "sim network unlock PUK". This is a master network unlock code that is need to allow the phone to be unlocked after a bunch of unsucessful attempts. Only the manufactuer can give you that.
If this is an issue with the sim card card's security PIN and you have somehow accidently enabled this sim card's security feature for that and have entered that PIN too many times, the PUK for the sim card will be required. Only Public Mobile's moderators can give you this type of code, which the device manufactuer cannot.
