When I was making my payment it froze and charged me twice. Like to get the one payment back

Is the second payment in your available balance?
It is typically advised to simply keep the funds in your account and use it for your next payment as it could take several weeks for PM to issue you a refund. By that time your next payment would be due.
If you really want a refund and were charged twice you have to contact moderator.

Check self service to see if the extra payment is sitting in Available Funds. You can then leave it there for the next renewal.
