I just got a new cell phone plan today with you.
When I call the new number from another cell phone it rings.
When I call the new number from a landline it says number is not available.

Try tomorrow again. I find that it takes few hours. 3 hours might be too short.

Did you port a number in? If yes, how long ago? The request might not be done yet.
