Signed up and didn't have the information for the person that referred me, can this be added after so they receive their reward?

Yes, that is correct.  Referals can not be added after account is created.

I had a friend who tried to add me during activation, but it errored, as the 'number' wasn't registered to Public Mobile (I signed up a few days earlier, and ported separately).

Mods could not add my number to his account, even for an error on the PM side.

@MoreYummy I am 99.9% 100% sure that referrals can not be added to accounts once active, not even by mods.

this thread has a post by one of teh mods stating exatly that.

No unfortunately the number can only be entered at signup.
