Yes.quite a few of them to choose from.

Don't think they do. Telus themselves do though.

Do you mean like home-based with a home router and all? No. But you can use cell-based router boxes with Public. And they have a 40gb 4G plan along with the 2gb promo at the moment. But I'm certain you could do better elsewhere.
