Cant get incoming call it ring busy I can call out and text but people cant call me help

APN settings are for data plans. If you are only on a text and talk plan, normally, do not have to worry about APN settings.
Unless you want to sent pictures via text (MMS texts), then you will need to set up APN settings correctly.

A5 is a newer phone and should work. You might want to try network reset.
You will need to put your request in for moderator help if you have not done already. Again, 1-2 days waittimes for response.

Have you tried re-booting your phone? Remove and re-insert your SiM? As mentioned above, try your sim in another phone. Which phone model do you have? It is possible that it might not be compatable with PM.
If that doesn't work, something went wrong with your activation of your new phone number. You will likely need to contact moderator. Wait times are 1-2 days for response....

@KMG I am pretty sure porting for cellular lines is 1-2 hours , landlines 24-48. Did you read otherwise?
Apparently "a few hours" for mobile numbers, whatever that means. For landlines, up to 2 business days.

Any way to try the sim in a different phone? That helps isolate hardware vs account issues.

did you just sign up? or old customer.
if new customer did you get a new number or did you port your number from old account
if you ported, did teh port complete? does your old sim still work?
typically working outgoing not working incoming is a sign of a failed port.
another possible option is you have a do not disturb/ call blocking feature on
