Need help to access online account so that i can speak to someone as i can not send text messages

What number do you have there? Make sure it's set to +16475800172
This whole question also depends on whether you're on the old $10 plan. I doubt it. But gotta ask.

Can you text yourself? Just enter your cell number and hit send. It should come right back to you.

Check this setting;
The SMSC needs to be set to +16475800172.

@Terry4 Can you use your phone to make or receive voice calls? As others have indicated, it's possible your Message app may be set to iMessage or perhaps chat settings under Message settings need to be changed.

If you are using iMessage on your iPhone, you need to configure your iMessage enable sending/receiving text messages.
Under iPhone Messages settings:
iMessage = enabled
SMS/MMS
MMS Messaging = enabled
Group Messaging = enabled
All other Messages settings are disabled
How do you know what message type you are sending or receiving on iPhone?
Messages with green bubbles are normal SMS/MMS text messages.
Message with blue bubbles are sent via the iMessage

What happens when you try to send, does it tone out?
Are you trying to send mms or text? For mms you must turn on data.
Can you try different texting app?
Can you test your sim in different phone?
