I found when I was locked to Koodo I called Koodo and got an unlocked phone code and then I put the SIM card in the guy at Koodo said there's a thing will pop up where you can enter your code and so I put the SIM card in but I didn't ask me for to put that 17 digit code number to unlock my phone it automatically compatible to my phone so my phone is working with public mobile but when I put the SIM card in it wasn't working the LT E network so I had to reboot my phone and put it into Mana factory settings and reboot my phone into like brand new so I erased all my pictures I didn't back anything up and then the LTE network worked it's just my signal is crap lol

It's weird if your friend getting better signal. I would suggest try your sim in your friend phone since he's also with public mobile as you mentioned. If you getting better signal in his or her phone then its a hardware issue
Would suggest then try resetting phone. Also Google it see if lg phone have codes like Samsung where you can change csr or goto service mode and force phone to use specific frequencies.
