My data usage issue is coming from PM.I pay for 40GB and it keeps showing 2GB with a Data warning.

Is this a data warning before provided by your phone?  On some Android devices, there is a default to warn customers after using 2GB, but data use continues past that unless a data consumption limit is set.  That type of message isn't being sent by Public Mobile, but rather by the device.  The warning can be turned off or set to any desired data usage amount.
