Can't change my password as I've switched email accounts ..help..I can't log in and renew my plan as 2 step is texting an inactive number

Nobody seems interested in mentioning other methods. If you know your 4 digit account pin and you have a credit card registered then you can use 611 to pay. You can also buy vouchers and use 611 without the pin. You can also pay using real time payments. Then you will reactivate your account and could use the SMS method to reset your password.
But at the end of the day you might still want a working email for the account. But in the meantime the current one is just being used as a login id. It doesn't need to be valid.

@Bbear12q did yiu try to use sms to get the code to at least login first
To change email, open ticket with PM suppoet
