I have unlimited call minutes but can't make or receive calls. I've removed my sim, restarted my phone to no avail

Check for an outage in your area on the outage map:

Try the public mobile SIM card in another device, if available, to rule out whether it’s a device issue or a service issue.
While you’re at it, try the other person’s SIM card in your device to see if their service works using your device.

Or… Have you recently activated here and perhaps did not respond “yes” to the port authorization request from your prior mobile service provider?
