Does your new Apple account showing your number?
I have 2 devices on my Apple account but I need to pick the iPhone you have with the PM eSIM.

It does not sound like a PM problem
Reboot the phone and Reset Network Settings
If still unable to make it work, you can try to re-buy a new eSIM using PM app
