I can’t activate my account, as I can’t download the app because my region setting for my iPhone doesn’t show Public Mobile as a downloadable app. Is it possible to do this another way? Otherwise I’ve just wasted $40!

If I change my region I’m afraid it will just mess up my other apps. Thanks in advance.

You can have a family member or friend download the PM app on their phone and activate the SIM. Once activated, they can delete the app and you can login on a computer to manage your account.

you need PM app to complete the activation.  But no worries, PM can help from here , complete the activation for you

Since you cannot properly login, you won't be able to open the preferred Chatbot ticket.  So, you will need to message them here:
