I set up an account with Kodoo and ported my number from public mobile, and I can't get into my account any more with Public mobile. Does that mean my account for Public is officially deactivated? I'd love to call someone to ask but I guess I can't do that.

@Branstaff Once you port out you number from pm, your pm account and access to online portal are deactivated.

If everything is working fine with your Koodo account and you cannot acces your PM account - then yes, your port is complete and you are done with Public Mobile.
