I would suggest contacting customer service. If you haven't paid your bill in 90 days, they will likely expect you to pay the outstanding amount in full before they can help you.

If you haven't been paying over 90 days.
Your account is now closed & can't access, SIM is now useless and your number is now gone!
When was the last time you paid your bill?

In the case of that happening, your account would be permanently closed. As to even you can get your phone number back, you can ask a Public Mobile customer support agent, but there are no guarantees.
