Do you know if your family member's plan was set for renewal today? If a customer's plan gets suspended after a failed plan renewal, this customer wouldn't be able to use the service. Other times, these error messages happen randomly and sometimes, trying to call again will allow the call to go through (although I'm sure that you're tried multiple times already).
