Hotspot depends on your phone. PM only provides access to internet (through data) and does not manage your hotspot.
Did hotspot Ever worked through your current phone?

iphone or Android?
you can first try Reset All Networks, or Reset Network Settings first
If isuse persists, try :
on Iphone:
Check APN, go Settings -> Cellular -> Cellular Data Network -> PERSONAL HOTSPOT / APN -> sp.mb.com , and Leave Username and Password blank.
On Android, check APN settings, especially with APN Type:
APN Type: default,supl,mms,dun
or default,supl,mms,DUN
(try both as it is case sensitive)

Is everything else working properly? Ie. data Has hotspot worked before?

A few basic troubleshooting advice: reboot phone. Network reset of phone (note - will erase any saved wifi passwords).
