It could be that your shipping address and billing address aren't the same if you are using a visa or Mastercard credit card it does make a difference. If that does nothing maybe it could me a date&time issues I've had that happen before. Good luck!...
If the reset doesn't work you can try a hard reset, if that fails it could be an issues with the provider signal or something in the settings you have turned on (or off). Hope this helps!
I'm not exactly sure but I believe you can goto kodoo kiosk.you can pick up public mobile sim cards from them, worth a shot to see if they do customer service as well. Let me know if this helps!!
