@RickCamilleri 's suggestion of putting the phone into airplane mode for a minute or so and then turning it off worked for me. Worth giving that a try!
I'm in Ontario. I can't make outgoing calls. I've tried a couple of numbers. When I try to connect a call, there is silence for a long moment, and then "call failed."
