I just tried resetting my network settings and it fixed it!!! I was so frustrated but this fixed it  restarting my phone did nothing but the network reset did the job. Hope this works for you too!!  

Same issue for me in Manitoba - can't make calls. So is the fix just to wait? I already tried rebooting and nothing.
