I actually just had to do a phone reset to fix a bug and Windows Mobile 10 automatically sets up the APNs when it sees that you have a Public Mobile SIM!! Thank you whoever at Microsoft and/or PM that made that possible!

It looks like Wondows 10 might do the settings automatically but in case not: For Windows 10, "Cellular & SIM" can be found under "Network & wireless" To add an Internet APN select "SIM settings" MMS APN can be found on the same menu as Internet APN...
