It happened to me too, and I restart the phone with no sim for couple times and put the new sim in, and it works

Try restart your phone with new sim, I got the error too, but after restart with new sim, the number got transfer

Try to restart the phone with no sim card, then put the new sim card in, it happened to me too, and that's what I did, and it work
