How to downgrade plan from 50GB CAN-USA ($34) to Black Friday promo = 10GB CAN-USA-MEX ($29)

Trying to change my subscription but when I try to...the $29 Black Friday promotion is not available for me... I can only see the 50GB CAN-USA-MEX ($35) Plan and higher plans.
