There was an add-on purchase for last bill, I didn't buy this. I'm on $29 for 40G 4G data, why I am charged with this $5 3G usage increase add-on?

I have a OnePlus 8 Pro in Ontario and the imei checker states that it is able to use VoLTE, so there should not be a charge for this issue, can I get a refund for the charge and have future charges removed?
