Why can’t I make 1-800, 1-855 etc. calls?

Every time I try to place a toll-free call it is rejected and I am told to contact my service provider. How is this to be resolved?

After 3 technicians and escalation to level 2 service and more than a week ago, John who was one of the most pleasant, patient and knowledgeable support individuals resolved my issue and now my phone can complete toll-free calls. Thank you.
