having an issue with sending and receiving pictures,I can send to some people in my contacts but not to others.

no not a new customer been with public for a few yrs now.I can send messages to anyone in my contacts but can only send pics to some but not others.I have a ulefone.I have a freind with a cat phone having the same issues
