Phone not able to accept incoming calls in Canada

I’m currently in mexido and subscribed to the unlimited Canada/US/Mexico plan. When I call Canada, I get a recording saying that the number isn’t applied to accept incoming calls, 5b2.any help would be appreciated

It works to call some numbers in Canada but not others. I can receive calls and use email and text. Internet worlds great here
