Better late than never, but Public has coverage along Highway 14 under the Rogers network agreement. It shows up as EXT on your phone and it's included in the plan. The current Canada/US/Mexico plan for $35 is really good.
Recently switched to Public. Can confirm EXT was working automatically on highway 14 West of Sooke. Was previously with Koodo and it was also working with them but would display Rogers.
Did you ever try PM in Jordan River or Port Renfrew?Want to switch from Koodo to PM, but I know Koodo and Telus will let you roam on the Rogers network in that area for free.
