Thank you all.  It is now working after I contacted the Tbaytel port transfer service.  

@Timer Again tested with new SIM, only outgoing calls are working and incoming calls fails.  Outgoing text messages  return Message Send Failure message now.

@Timer By using the old SIM, I am able to call and text and it is working.  With new public mobile SIM, only i can call and not text.

@Timer  I didn't get any SMS from old company, but I received SMS from public mobile as part of verification.
