I ported my Rogers home phone number to a Public Mobile cell. I can call out, texts work in and out, but inbound calls still ring at my home phone, not on the cellphone

If I change my plan from $25/month to $15/month on my next pay cycle, will I lose the data and Long Distance gift from last Christmas?
