This part of the community is for banter unrelated to Public Mobile, even if moderators are monitoring the community (which they might or might not, depending on work load with private messages, which take priority) it's unlikely that they see it here.
Regarding your problem: What is the exact message you are getting?
If it's along the lines of "enter network unlock PIN" your phone is locked to your previous provider and you need to obtain the code from them. Some phones (Samsung is known for that) lock to the first SIM inserted, you can also get the PIN from them.
If you have entered the above to many times wrong you need the network unlock PUK from the manufacturer.
If you have set up your phone's PIN lock for your Public Mobile SIM and have entered that too many times incorrectly, you need to send a private message to the moderator team (= Public Mobile Customer Service).
