I have mobile data set to on but I cannot get a connection and I have plenty of data left.  Is there another setting I need to set?

Getting one everyday from a 1-647- number. I only have 100 min plan so I waste 1 minute listening to their chinese voicemail. Any way around this? Can I block all 647 area codes?  Thanks

Sharing SIM on Multiple phones

I have a couple phones I use as tablets. IS there a way to activate them ALL so I can receive texts and/or calls on ALL the other phones  as well as my primary? Edit: Clarified request to include "activation" of ALL phones

I tried using *67 but PM says I have no call minutes on my plan even though I am unlimited. I only need this for some calls so I don't want to setup a permanent block.  Phone is an Iphone Xs.
