can i use add on roaming US data in canada?

my billing cycle and payment date is April-3rd, but until now it didnt charge me yet and I can't use dataaaa?????? why ???

Hi, I kept getting warning msg "public mobile here. sorry we do not offer text msg outside of canada at this time"   BUT I never tried to texted any msgs to abroad. Another issue is service on and off a lot ! sim card issue? 

I ordered on May 9 but I still haven't got it. Where can I track the shipment?
