When Public Mobile started, it had a vision of putting affordable and simple wireless service in the hands of Canadians who may not have access due to the high prices of other carriers. To that end, there were the old grandfathered plans of $19 for unlimited local talk and $25 for unlimited Canada wide talk and unlimited text.
Today, Public Mobile continues to provide value by offering low priced plans with talk, text and data. Lost in the process were low priced plans for people who didn't need data services. A basic plan with unlimited talk and text on a 90 day plan is only about $5 less than the promo plan which gives 4GB of data per month.
I know most of us don't use talk and text much and are more data reliant. I know that there are voip options that you can use. But many consumers (non-techies, seniors, new immigrants, etc) who just need a basic phone and don't want to get by with an overpriced landline (which can cost more than some cell phone plans nowadays). Even other carriers market a "wireless home phone" for a small fee, lower than the lowest price tier offered by Public Mobile.
To that end, I would suggest that Public Mobile offer something with unlimited provincial talk and text for between $20-25. This would allow the company to capture a market share that it is currently surrendering to competitors while maintaining its original vision and serving as a gateway into data services (customers may be more willing to change into higher tier plans as their needs grow).
Sorry for making this longer than it probably needed to be, but when shopping for extended family that only wants talk and text, there's really little that poses a good value right now.
