When I try to update my payment method, it says "Sorry, we’re not able to process this request at this time. Please try again later." and I am not able to update it. Anyone knows why and when this can be fixed?

It never worked on a browser to me. The only successful method I know as of now is through the PM App.
I think there is a bug on the browser page, but I guess PM never bothers to fix it.

Incognito mode is not working for me, in order to update my cc info. and i am not too comfortable having my cc info on the PM app. is there any other way to resolve this ?...so annoying ! thank you.

Try using the PM app on your device if you haven’t already. Ensure location services is turned on. I had success with that a few weeks ago. Also, it has been suggested to use Incognito mode if using the website.
