I can not receive picture messages

I can text but can't send or receive fotos even so it says photo texting included

You could try setting your APN settings to following:

New Settings:

APN: sp.mb.com
MMSC: http://aliasredirect.net/proxy/mb/mmsc
MMSC proxy: mmscproxy.mobility.ca
MMS port: 8799
MCC: 302
MNC: 220
APN Type: default,supl,mms
                             or             default,mms,agps,supl,fota,hipri

Yes, if only SMS an issue, it is a PM system problem with new activation.   Voice, data both work but just SMS is the problem.  And with the SMS problem, it will affect account verification.   PM is aware of the problem and can only fix the issue one account at a time.
