WHEN TRYING TO ACTIVATE MY SIM CARD IT ALLOWS MY TO PICK THE SUMSUNG ONLY.  I AM TRYING TO ACTIVATE MY IPHONE.

there is no step to pick the model of phone in activation   Can you provide screenshot?

if you are talking about the PM app, yes, you need to have PM app installed to subscribe new account.  Please download from your AppStore, search Public Mobile
