If account has been in nonpay/suspended status for over 90 days, than the account, phone number and access to self serve is closed/canceled.
What happens when you call his number? Any chance someone picks up to recover the phone?

If you have registered before, and the account is active (or current within 90 days) then contact Customer Support Agents to get access to his account.

I take it you didn't have autofill set up. If you called him or he called you, you can at least use the phone number and go through channels to try and access the account

You will have to contact agent and explain situation. If he is minor agent might be able to help you.

Did he write IMEI somewhere. You should report phone as lost/stolen so it gets blacklisted and unusable to whoever finds it (or stole it).
