Add a "AM/PM" to times in Usage History reports (or use 24 hour time)

I'd like to suggest that:

in the time postings under "Date and Time" in the Usage History be either in 24 hour time, or indicated AM/PM (so one could tell what time of day things were happening),

I actually never noticed this before.  Definitely an oversight that needs to be fixed (though I imagine there are much bigger fish for the developers to fry right now :))
