I activated a SIM card and transferred my phone number from Virgin to Public Mobile last night. However, the cell phone can't send and receive text messages, but the cell phone can be used to make and receive calls.

Did you leave the Virgin SIM in your phone to get the text?
There are issues with new activations with SMS issues but can be easily fixed by a CS_Agent. Just click on the Chat bubble and type in Submit a Ticket for an agent to help you fix the texting problem.
