If your phone is 5G capable, have you tried changing your phone setting to 4G/LTE? And also changing the network setting from automatic and then manually selecting T-Mobile or AT&T?

I read on here somewhere that you need to manually connect to t-mobile or at&t if it's set to auto it may be your problem. I could be wrong I'm sure someone will correct me if I am.

You can open a ticket with agent but I really doubt they will issue a refund.
You did admit it worked in some state(s) but not in other meaning add-on works. Just because you are 'not satisfied' is not really reason for refund. If it did not work at all, then you might have chance.
