will this plan work either way. If I am the United States will my phone work or is this plan only while in Canada.
That's good to know it worked for you. A lot of people cannot get it to work.
just visited USA. Plan worked great! Nice to visit there and use your phone/text/data and never have to worry about extra roaming charges.

Yes the Canada/USA plan should work while you are in Canada or USA.
@ianjackm , the plan is best described as single plan, two countries. All plan features are usable in both Canada and US seamlessly.
@ianjackm this is a great plan. Works both ways. Just ensure you have a VoLTE enabled phone. You would connect to either AT&T or T-Mobile.
Keep roaming on and connect manually.
