Resolved! Is Public Charging more data?

I just got the sim card and got the base plan for 250MB data (+ addon of 1GB) why is Public charging extra data? in my mobile it shows I used 13MB but on the site, it shows as 23MB. Not such a trivial amount when you are on a 250MB plan.
