@galenthurber are you using the app for activation?? if not, please download the app, put in the sim card and try
if issue persists, please open ticket with PM support

You must activate using the Public Mobile app.
You will need to follow the steps carefully.
If you don't want to download the app, borrow a device capable of downloading it, then after you're all activated, simply delete the app from that device.
You can then access self-serve to manage account via website, no app needed.
