Get my som card about 3 weeks ago, and active it today. But I got the error

It's a good idea, but this is my first PM sim card.

do you have access to an active PM sim in a phone that works as expected ? If so, try that sim in your phone to see if it works.

Yes, activation was done on public mobile app. 

I can see the new sim card under my account already

Yes, unlocked phone. And I also tried on another unlocked phone.

double check that you bought a PM sim and not Telus or some other sim...hasta be Public Mobile only.

@Gavin5  Are you using thank to activate ? Not website all activations need the app . Also your phone is not locked to another carrier by any chance ?

Did you activated the SIM on the PM app? You need the app to complete the activation then power off your phone and power back on.
