When you order a plan and Sim card ( even if the Sim card is free) you must still pay that amount ( ie. $24+tax) to get the Sim card shipped out. Once you receive it and choose when to activate  the Sim card your 30 day plan begins that day.

The day you choose to activate Public Mobile will have to honour the plan you already paid for but if a better plan is on offer you can decide to activate with that plan instead. You may have to send customer support a private message if you have trouble activating on a different plan if that's the case.

This is a rare time you will be in the driver's seat where the provider has to honour the deal whereas you can change your mind on what plan you want to activate on. The only thing you can't get is a refund but you can get a credit for a difference in price if the new plan chosen is cheaper.

Freedom Mobile is running a bunch of good low-cost promos right now. Including a $19 1GB 4G/LTE plan, a $24 5GB 4G/LTE plan, and a $29 10GB 5G plan. Indeed, most of these are $5 cheaper if you sign up for 24 months and Bring Your Own Device. And they have their own "Digital Discount" counterpart to Public Mobile's Rewards/Points system. Along with $25 referral credit for the "referrer" and "referree".

Public Mobile has to "compete" with these offers. So Public Mobile wont take their promos offline until after Freedom takes their promos offline.

How am I able to pay without activating? And will it charge monthly if the SIM card hasn’t “arrived”?

Once ordered and paid for and waiting for a Sim card to arrive in order to activate Public Mobile will be obligated to honour the plan. Even if it takes 6 months for the Sim card to "arrive".

at this time, there is no definite end date..  Even it has one, we saw PM extended promotion before, too.  So, just tell your friend to get it fast.
